Program Officer Short-term Consultancy

PRIMARY PURPOSE

This temporary, part-time position, a short-term consultancy (approximately September 2024 - December 2024), will provide program management support of World Council of Credit Union’s (World Council) multi-year international development donor-funded projects, with a focus on the USAID-funded Economic Inclusion Project (EIP). EIP supports the socio-economic integration of Venezuelan migrants and refugees and vulnerable populations in Peru and Ecuador, with an emphasis on improved financial security through employment, entrepreneurship, and financial inclusion.

The home office team is currently hybrid out of Washington, DC, with EIP field office teams in Ecuador and Peru. This consultancy is remote, with a preference for consultants based in Washington, DC, with the ability to meet in the Washington, DC, office as needed. The secondary preference is for consultants available to work during EDT/EST or CDT/CST standard business hours. WOCCU is seeking part-time candidates, with availability of 20-30 hours per week. WOCCU may select one or more candidates for the position. The position is focused on supporting home and field offices to ensure quality implementation of our international projects, quality deliverables and project-related communications, and compliance with donor and World Council requirements, including subaward/grant and contract management, vendor and financial management, operational support, and technical support for EIP and other financial strengthening initiatives. This position also provides administrative support to the heads of the business unit.


PRIMARY RESPONSIBILITIES

Program Management

  • Support overall compliance with donor awards, including monitoring and tracking contract deliverables, milestones and administrative requirements to meet donor and World Council requirements.
  • Lead saving and maintenance of program files and trackers and ensure all files are current and include required back-up documentation as needed for the donor and World Council.
  • Support the quality review of Monitoring, Evaluation & Learning (MEL) processes and progress towards reaching indicator targets, in coordination with home office and field office MEL staff.
  • Support the development and review of program deliverables for quality and compliance, including quarterly and annual reports and annual work plans.
  • Work with the communications team and program management to promote the program internally and externally, including updating program websites and drafting text for internal reporting and promotional materials.
  • Support the Program Manager (PM) with specific tasks, as identified, to improve administrative systems, procedures, and processes to increase efficiency and quality. Collectively work toward solutions to program implementation challenges as they arise.
  • Provide administrative and logistical support, including arranging travel logistics, trainings, workshops, documentation preparation, and other logistical needs.
  • Perform other related duties, as requested.

Vendor Management

  • Coordinate home office review and approval process for contracts and other official program documents requiring home office legal, financial, technical, and/or management approval.
  • Monitor compliance of vendors, service providers, and subrecipients in accordance with donor and World Council requirements.
  • Support PM with technical review of HO consultant scopes of work to ensure technical alignment and relevance, clarity, and compliance.
  • Coordinate invoice review and approval process for invoices paid from home office to ensure compliance with World Council requirements, including management of relevant tracking.

General Records Management

  • Conduct file audits, research issues, propose solutions, and provide analysis and findings.
  • Maintain controls, efficiencies, and proper disposition of current filing structures and systems to ensure consistent application of taxonomies, data protection, financial compliance, and multiple access points (i.e., multiple project SharePoint sites).
  • Manage and coordinate the preparation and submission of reports and data to records management systems including USAID DEC and DDL, as applicable.

QUALIFICATIONS AND EXPERIENCE

  • Minimum of three (3) years of recent and relevant professional experience and a bachelor’s degree; or 1 year of relevant professional experience and a master’s degree, with demonstrated skills within operations and/or project management, or related field in an international organization
  • Minimum of one (1) year of contractual, project management, or related experience working in international development on USAID/USG or other donor-funded programs
  • Proven competency to produce quality work products with competing priorities
  • Proficient and proactive ethos with demonstrated critical thinking skills, resourcefulness in problem solving, apt organizational skills, and initiative to learn new skills
  • Demonstrated ability to communicate clearly in both verbal and written communications in English and in Spanish - including inclusive practices and with emotional intelligence and strong cross-cultural communication and sensitivity skills
  • Ability to multitask with strong attention to detail, organization, record, and time management with minimal oversight
  • Ability to work independently and as part of a team
  • Basic understanding of financial and budgetary administrative controls, preferred
  • Familiarity with economic growth programs, such as microfinance, SME finance, and credit unions, preferred
  • Experience in a multicultural setting or living and/or working in a developing country in Latin America, preferred

Language Skills: Fluency in English and Spanish required. Excellent writing and editing skills, including the ability to communicate concepts and ideas effectively, proficient grammar and punctuation.

Computer Skills: Skills in SharePoint, Microsoft 365: Word, Excel, PowerPoint, Outlook, and TEAMS.
